it all failed N/A but it says on my Paysafecard pin code it payed to Global collect bv
Yes, that shows it's FAILED. One party shows it as collected, the other doesn't. That's how such failures manifest.
The funds in your Paysafe account have been "set aside" as sometimes certain payments can "correct" overnight. They don't with Steam, but Paysafe don't know that.
All you can do is wait for a few days for the funds to be released when it realises the transaction isn't going to correct.
If you had a bank-provided card, you can always ring the staff up and get them to correct the issue - unfortunately as Paysafe are a "third party" provider they don't do this.
i have all payment/transaction screenshots. btw i got in to a site it says (Succes: your payment it almost done click here it nothing happens) it click on it several time nothing happened it waited for hours for it to do something but it didn't. i contacted pay safe they said it was successfully paid. i hope steam will do something about this, i have red many articles about this they says the same problems.
I'm afraid you don't understand how the system works. Valve CANNOT do anything about this as it's not their system at fault.
The system used for ALL online purchases is the CHAPS system. It's a method of handshake between the retailer (Steam in this case) and the provider (Paysafe in this case too). There is a short window - around 3 seconds - for the handshake to happen.
Unfortunately the system is quite old and when there's net congestion, it will time out, and the result is often what you've got.
So, I'm afraid there's nothing Valve can do about this.
and by the way i didn't get any Email from steam that i receive it no email from steam

I sent several Support tickets to steam x3 I'm still waiting for answers i will inform your if my problem is fixed! send them a ticket too
Why would you get any notification from Steam - the payment failed?
If they haven't received it, how would they know to send you an email?
