Check this list please just to get that out of the way. Pay special attention to antivirus programs please.
https://support.steampowered.com/kb_article.php?ref=9828-SFLZ-9289
PLEASE read over the whole list. It is quite long.
What is your antivirus program ? I assume you read over the entire list of programs then ? Also, there is important information to read on the rest of that page under the list you should look over.
Yes, I have added one of my games as a test to the exceptions thing, I only have skype and avg and they have never interfered before. I still tested it and it did nothing. It seems it might have happened when I a) installed discord b) tried to update iTunes. All the necessary driver updates are installed, and the sound still doesn't work. Any help?
I can tell you for a fact that those two, Skype and AVG have been seen to conflict. I cannot say they are the cause of your issues there now, but in order to totally rule them out as not, you should uninstall them temporarily and restart your computer afterwards. We have seen even newer issues lately with AVG and that one has always been on the list in bold, and with a green symbol.
What driver updates have you done, also ? Hopefully you mean the officail ones from the manufacturer's website only and NOT by using Windows update. I suggest that you never use Windows to update your drivers unless you have no other choice.

Also, just in case, I would suggest that you post screenshots of all of your installed programs in case you have one or two not covered so far. You can use imgu.com and upload them for free if you wish, and then post the screenshots here. Be sure we can see them all if you do, so post multiple shots if you have to, please. Thanks.
Also, Do you have GeForce Experience installed ? Is there a beta share option still included in that software ? I think that was an older 'trick' that seemed to work with audio issues in Windows 10 and Steam games and probably does not apply anymore but check it out just in case. Hope that helps.
Is this an MSI motherboard by chance ? If it is, do you have the Killer Network Access Manager software installed ?
