community market requires a valid purchase on Steam (NOT the community market) that is older than 7 days but not older than a year.
buy something on the actual Steam store or purchase wallet funds yourself and wait 7 days, then you are free to use the community market for a year.
The restriction has changed since this was posted. It's not 30 days anymore. It's now 7.

Perhaps you should try reading the thread, or reading the information you see when you attempt to use the market.
Just because you once purchased something, doesn't mean you have a VALID PURCHASE that is less than a year ago, and more than 1 week ago.
Buy something cheap on a sale, once a year, to fix this problem. Gotta be a paying customer, not a "once I bought something" customer, to use the services.
