Downloads constantly pausing!
This issue is now driving me insane. It has been getting worse and worse over the last 6 months.

I have just purchased Just Cause 3, it's a 38.5GB installation. With my internet it should take about 40 minutes.

It is CONSTANTLY pausing, and 'sheduling' itself to download in 5 minutes, so i override it and it downloads another 100mb, then pauses, this happens every 20 seconds.

If i let it reach it scheduled time, it doesn't start.

If i try a different region, same thing.

If i try downloading in Big Picture Mode, same thing.

What on earth is going on? Every time i download something for the last few months i have to babysit the download.

This is enough for me to use other services, of which there are a growing number!

Any ideas?

I'm currently on 26GB.

I think i have probably clicked 'Download Now' once every hundred meg. So about 260 times.

on 33gb now.

Tried changing to Ukraine server. no different.

This really is bollocks.

tried "starting" the game? that puts up a different dialog when the game is still not fully downloaded yet, maybe that will help to keep the download alive.

the problem can be dependend on so many things and reinstalling everything and with everything i mean windows, is usually the most non-headbreaking solution.

Yes i have tried that in the past, makes no difference either. Still pauses.

I'm having the same problem. For about a week now, it starts and instantly stops. Then just keeps saying "will download at x time and when it starts, it then instantly stops. I can't install any updates.

The answer is most likely in the links given above by the good Cathulhu.

Usually, connecting with ethernet only and not using a router is a good first step...

Next, an easy test exists to see if the issue is on your computer..

That is to boot into safe mode WITH networking and log in on your Steam account, and try to download that game again. If you see improvement, then something is affecting Steam in a normal boot.

Make sure all your drivers are updated and make sure any OS you have is supported on your hardware (Windows 10 upgrade, for example.)

I have Windows 7. Every driver is up to date. I've triedchanging my WiFi to an Ethernet connection, to no avail. I've switched to every region in your list and there is no change. I've deleted the 'Downloading' folder and still nothing. I have used the 'Run' program and there has been no improvement. This has been going on for one and a half years now ever since i recieved a Steam Client update, which I assume was corrupt or bugged. It has effectively damaged my Steam client irrepairably as no fix (including completely deleting everything to do with Steam and then re-installing the program) has failed to make a difference. If my assumption is correct and there is no other fix available, I would like to have a word with the people responsible for the updating of the Steam client and determine whether or not they know how to repair my system. This is frankly rediculous and I an out of patience. XCOM 2 is 25GB and in five hours I have only downloaded 250MB on a stable, high speed connection, meaning it will be weeks before I can use this software. There are no background programs running that would cause conflicts with the Steam client and if the problem persists, i may go as far as to consider Court action for damage of my property and failure to repair said damage at a customer's behest. PLEASE find a sure-fire fix to this problem. It's clearly becomeing a bit of an epidemic.

Same here, even if i cancel the local content, and try to restart from 0, the download restart at full speed but at the same point of the previous session the download start constantly slowing pausing queuing and the game become undownloadable

Warning:

This will remove any catagories you have set up for games and unhide any games you have hidden.

Notes: This does work on Windows 10 and this did fix the problem for me. It does not uninstall any games.

Tobias, I'm afraid that the potential 'fix' you have sent our way is a dud. I have tried this method about one hundred times already, and all it seems to do is re-set my downloads to the beginning and then continue to repeatedly Schedule them for five minutes, then download for about half a second and repeat the process. If you had read my description of the problem more carefully, i have said that I have tried this and it didn't work, as it hasn't for a great deal of people. If you reply with another invalid fix, then I will NEED to speak with your developement and Updating teams in hopes that they can find some sort of fix. This persistant glitch is making your software look like a pile of crap and it doesnt surprise me that people are downloading 'cracked' versions of your games just to avoid all the glitchy Steam BS. For the love of God, fix the damn problem already!
