Report a translation problem
I think i have probably clicked 'Download Now' once every hundred meg. So about 260 times.
Tried changing to Ukraine server. no different.
This really is bollocks.
the problem can be dependend on so many things and reinstalling everything and with everything i mean windows, is usually the most non-headbreaking solution.

Usually, connecting with ethernet only and not using a router is a good first step...
Next, an easy test exists to see if the issue is on your computer..
That is to boot into safe mode WITH networking and log in on your Steam account, and try to download that game again. If you see improvement, then something is affecting Steam in a normal boot.
Make sure all your drivers are updated and make sure any OS you have is supported on your hardware (Windows 10 upgrade, for example.)
Warning:
This will remove any catagories you have set up for games and unhide any games you have hidden.
Notes: This does work on Windows 10 and this did fix the problem for me. It does not uninstall any games.
