Restart Steam each time you change the region.

First, bypass any router that you may be using. Use Ethernet ONLY from your PC to your modem.

Next, boot your PC into safe mode WITH networking, and try to log in and download that game again in Steam. Put the region change back to you normal one if you changed it from my suggeston above.
If you see improvement, check this list for software that can affect Steam is a normal boot of Windows. Especially check antivirus and antispyware programs. Pay no attention to the fact that you maybe have never seen this problem before when software is listed that you have or similar software is listed that you have....

If you have upgraded to Windows 10, you need to be sure you have drivers that support Windows 10 and ALL your hardware, specifically the NIC and wireless devices in your computers.
Are you using a school network, home, or business ?
What is your OS ?
Have you upgraded to Windows 10 lately ? Or have you checked for updated drivers to your NIC and wireless devices on that computer for the OS you currently have ?
This reply does not answer all questions/points, or verify what my suggestion was above.
However, it is safe mode WITH NETWORKING, not just safe mode. Maybe that is what you meant, but you need to be clear on what exactly you are doing.
If you would just follow along one step at a time there and follow the suggestions given here, we could help you find the cause perhaps.
I am going to ask you one more time here and if you do not answer, I cannot help you.
WHAT network is this on ? School, home, business, public....etc.
Have you CHECKED for driver updates from the manufacturer's website of your hardware, specifially the NIC (ethernet controller) ?
Your computer should now be booted into safe mode WITH NETWORKING when you come back here to post. AND you should be using ethernet only directly to your modem.
WHAT is your antivirus program ?
Read this post again and answer all questions and address all points in your next reply, please.

This is "possible" but we are not there yet...there is much to do before we get to that as actually being the most probable cause here...
I am at home
I checked my drivers, they are all up to date
And my antivirus is Norton
AND I followed all of Steam's suggestions in there support page
YET still my download speed is around 100KB
Norton is terrible, and has been the problem in many cases here where users have issues with Steam. You can use the search feature yourself and simply type in "norton" and you will see the mayhem that antivirus has caused Steam users before.
But in safe mode WITH networking, Norton should not be a problem and that is why we are doing it this way.
So now that you are in safe mode WITH networking, and you are NOW using ethernet ONLY, try changing the download region to the other side of the Earth, as far away from you as you can.
Also, try others as well. You need to restart Steam EVERY time you change the region, please.
This could very well be the Steam servers right now, but we are not sure about that yet. We see issues like this all the time here. Sometimes a simple reset of your modem can help, but you need to be sure you don't have any password protection or other on it before you do that. Use the tiny button and NOT simply power cycling it on and off again if you do.
EDIT...Before you reply "but I have always had Norton and never has a problem before", see this one of many posts about Norton. Notice the orange name.....
