Also, "bundles" are personalised to your account, it is a price for YOU that removes the games you already own. You only buy the games you don't have. - This can't be gifted.
Aside from the bundle, there are also "packages" that you can buy that are groups of games or the individual "apps" themselves that you can buy one by one. - These can both be gifted.
Both the packages and apps can be gifted and do NOT require any log in details of other users. You can gift to them as a friend inside Steam, or to their email address if they are not on Steam itself.

and a lot more are affected by this they dont have "Purchase as a gift" or "Add to Cart" Button, or should i say it's grayed out and not working.
Bundles is a new consept that just now came to life in order to addres the "stealing keys from paying people because they already have it in the library and such as with packages" problem.
But now i can't gift Games that where package once.
And pricing for bundle have nothing to do with what games you own when you by it for gift as a whole. Maybe they should add Gift check mark for this kind of thing but coming from me and not them is just saying they are not doing there job.
PS: There are retailers right now that are offering the same Bundles/Packs for Steam but here you can't buy them, The place of origin!?
They need to do better than that.
PS2: Yes, Bundles are aranged and placed by Publishers. But they use the Tools Steam Provides and there is something wrong with them if i can't do a simple thing as the abovementioned.
If you use a Web Page Creator and it is flowed in it's design and makes certain actions unusable that otherwise should have been. It's the Creator of the Web Page Creator program that's at fault.
PS3:The Log-In information part was a condescending joke to say i have to have access to the Steam Account of the person in question and buy it using my Visa/Credit Card or it's not feasible using Steam Store. Otherwise i know how the Gift mechanics work or i wouldn't complain about them.
-if you have no Trine games you can buy bundle as gift.
-if you have 1 game you cant buy bundle as gift.
-if you have 1 game that game is discounted from bundle, so you can buy rest of collection.
The Dev/publisher doesn't understand, they want to sell the games, so the problem is with steam.
It appears that bundle deals are one offs

It's silly because some games don't offer regular bundles anymore, like Skyrim.

One is a sub (solid price); the other is a bundle (dynamic).
Games that where once "Pack" and where giftable converted to "Bundles" that came to be because of the inconvinience for collectors who have some of the games and loose them on purchase, because Steam and Developer don't approve owning multiple licences of a product.
Now that Bundles are growing, Packs that where a great giftable item are now rarity and there is no alternative. I have to Buy all games separately instead of in one Pack like Valve Complete Pack and with no discount at that.
There are legit sites that sell the packs and you can gift them, but you can't get the same product from steam, the site that generates such packs, this is more than SILLY i would say.
Such marketing incompetence is not a laughing matter, days when you buy steam keys from anywhere but not steam is a bad day for steam and may have detrimental effect for the platform in the future. As a person owning over 1400 games this makes me angry to say the least.
PS:For the record I buy almost all of my games from retailers and this will make me avoid the Steam Store even more.
If Steam and Devs don't like the money they make and consider they should have earned more they have to make an effort and not point fingers at ppl, and certanly don't sell for less than they regard undervaluing.
I regard such buyers as more deserving than the publisher/Steam because they work in order to sell the product they invested in, unlike others that don't make an effort to fix such problems like this one.
The Dev would not have found a client where it not for the "seller" that initialy bought the game and worked for the difference in order to find a customer.

No i DON'T want to sell games after discount.
But Depriving me from licence i pay for as they do with Packs is also Unacceptable in my oppinion.
And making up for it by taking my ability to gift great Bundles/Packs is also Unacceptable.
The sad thing is I can do All of the above elsewhere so your argument of Business relation is irrelevent.
PS: I am in favor of FREE-DRM games because i regard games like a phisical product on the digital platform.
And I would like for all Developers of Games/Books/Movies/Music and such to put there product on a unified global server system that is used by Steam or Others to sell there products and if i would like i could use them regardless what platform i use because i payed for it.
The Licence to be on my ID Card and i could own several such and i could transfer them to another person if i wanted to.
I want to buy a bundle for my daughter's account. I don't have ANY of the games, so this Bundle isn't even personalized in any way, yet I can't gift it.
It is pure laziness on Steam's part. It shouldn't even matter if I have any of the games. They could easily add a "buy as gift" checkbox on the Bundle page, or warn that the price will be recalculated when gifted. They don't even need to calculate the bundle based on the giftee's account, just charge full price, and add a note to that effect. They are losing sales based on laziness and stupidity.
has nothing to do with "Steams lazyness" because those bundles and packages are done be the dev/pub.
It is up to the developer if they wish to offer such bundles or not. Valve only provided them with the tools to do so.
