Report a translation problem
Deleting and recreating the desktop shortcut does not help. It doesn;t matter which game I launch, be it clicker heroes or any other heavy game, same thing. Takes ages for Steam message window saying "Preparing to launch..." to show up. I was encountering this issue since summer and it is random and occurs after a while when PC has not been rebooted.

Hi, thanks for reply, but unfortunatelly none of the listed probable causes are relevant to my case.
1. Windows Update: my system is always at fully updated or nearly fully updated state and if windows update status was causing this issue then system reboot would not fix my issue.
2. Driver Updates: not that they would fix anything Steam related but all of the motherboard drivers are up to date, since manufacturers appearantly already fixed everything with their motherboards long time ago. GPU drivers are not the latest, but again during the period I experienced my issue those drivers have been latest at that time and it did not stop the issue.
3. Game cache. Not a chance since affected are not the one or two games but all of them, and again when steam message appears, game launches straight away, it only takes ages for that steam message to appear. Launching from steam straight away, gets games going in split second.
4. Disabling all background apps. Believe me, windows 10 is a b**** with its strategy on app running, so most of the services/apps are disabled, not because they slow down my system(they don't) but because of pure annoyance of their existance and uselessness.
5. Problem occurs to all games, not just source ;)
6. Again all games with or without secondary installers.
Post if your Windows 10 is 32 or 64 bit.
Post screenshots of all of your installed programs on that computer (apps). Make sure we can see them all, so expand all lists and headers where that applies, please.
Go to Windows Start and type in msconfig and run that resulting process. Go to the services tab. Check the box "hide alll Microsoft services" and take screenshots off all that is left.
Do the same for the startup tab (task manager in Windows 10) from msconfig. Take shots of all that.

Do NOT be using a router for now if you are. Run an ethernet cable directly to the modem if that applies in your case. Depending on the games and Steam issues, that can make a difference so let's eliminate that possibility for now.

Internet is connected through router, which has nothing to do with it, and its cabled. My ISP provides 300mbit down and 10mbit up.
PC hardware has nothing to do with this, as I cannot see PC doing anything at all during the launch period. There is no activity whatsoever from RAM from CPU from disk writes/reads or internet activity. Nothing whatsoever. Game launches perfectly when launched from Steam library, but desktop shortcuts to Steam games launch those games after 30 seconds. I mean the message of Steam launching the game shows up 30 seconds after I clicked on shortcut. This might be something going on with Steam shortcuts or something.
startup programs are minimal and do not influence Steam at all, as before it used to fix the issue once rebooted. Besides Win 10 does not show startup programs anymore in msconfig ;)
This is an assumption....not based on any facts yet acquired. This is the last thing you should be doing when troubleshooting something like this.......making assumptions.
So again, please provide the information requested. Maybe you are correct, but then again, maybe it is relevant as to the cause of the issue.
You also said you are using a router. Yes, that can have something to do with it. Are the games that launch slowly single player games or online multiplayer games that require an internet connection ?
If they are multiplayer, then bypassing the router would be a good idea for now. If this is with any games, then the router is probably not relevant to the issue.
I also asked you to post screenshots of your programs and processes on that computer. I know Windows 10 does not show startup programs anymore in msconfig. That is why I put task manager is parenthesis.
Startup programs DO possibly negatively influence Steam and games. You are incorrect there. Depending on what those are, as you did not post what was asked of you concerning services and startup (task manager) under msconfig, as well as installed programs also.
No disrespect, but you made a post asking for help, but now are refusing to provide information asked of you in order to maybe get that help. How is this logical ? You have users replying to your thread offering to try to help you figure this out.
Not giving information that is asked of you won't necessarily get us anywhere closer to finding any issues, if we can of course.

I do appreciate the help, but I consider myself knowledgable in PC matters, so half of the requested stuff would not solve the issue, and I stick to my assumptions that hardware has nothing to do with this, as I think I am failing to get the message through that its not the games itself which are slow to start, its Steam overlay that is slow to start. I mentioned before: when I double click the shortcut of any game, I have to wait for 30 seconds of inactivity for steam overlay to pop up saying hey, I'm launching this game, and it does it straight away. Games nature is completely irrelevant as all the games are influenced be it Clicker Heroes or GTA V. And since Steam uses internet connection, that would mean every launch requires internet. But again, as said before, there is no network activity whatsoever during the waiting period, same as there is no HDD/SSD, CPU and memory activity during the same period. I double click the shortcut and system sits doing nothing.
When I don't have that issue, and double click the shortcut, I get this short circle next to my mouse, it is very short, but visible, which indicates that CPU made a requested and was busy for a bit(obviously launching the Steam game), but when issue comes up, there is no circle at all when double clicking the shotcut.
For the record I did not create this thread, I just added my experience to the issue experienced by OP with hope that Valve can sort this out.
By the way, motherboard is ASUS x99-S with latest drivers and BIOS (which I forgot to post previously, sorry). Start up apps are:

Either way, I do believe this is OS issue, but looking for solution to the problem in WIndows 10 is same as looking for needle in the haystack, as the OS is so autonomous and intrusive its beyond the joke.
It also made no difference when I switched between Steam Beta and the official release. Something i observed though was a certain "activity" of my SSD everytime i launched a game and this small window telling "xxxxx is being launched" kept staying there for 45-60 seconds.
Suddenly, the problem disappeared. I still do not know why 'suddenly' the games are launching nearly instantly again. Latest changes to my configuration:
a) I updated Win 10 to 1703
b) I reduced the amount of games installed in Steam.
c) I deinstalled the virus scanner I always used, which was GDATA (I'd told it to ignore the steam folders though) and installed Avira.
How large is your steam library? I remember a fix last year concerning large libraries, it might have something to do with this phenomenon. I do own around 1100 games and around 100 of these were usually installed.
129 games, 24 installed. And I have no antivirus software, and Windows Defender is disabled ;)

This is not guaranteed to be the problem, but this is the core of troubleshooting...identifying possibilities and using process of elimination.

Automatic Updates are switched off for Skype ;)
and to that matter windows automatic updates are disabled in Management Console/Services. I only enable them once a month, download all the updates, and disable it again.
When ever I launched a Steam game using the shortcut that Steam create's on the desktop. It took good 30 seconds or so for the game to start. But when I clicked on play within the Steam client the game started right away without problems.
After thinking about the problem I choose to reinstall the video card drivers. Once I did that the problem went away for me. Now when I use the Steam shortcut's on the desktop games now start right away.
