How can I make the profile bar red?

His bar is not red. Looks like any other profile.

Are you using enhanced Steam on your web browser? I think that allows you to modify your profile a bit more, provided those viewing your profile also have it installed.

I'm viewing it from the Steam Client.

that is enhanced steam and will only work if the viewer also has enhanced steam.

under profile -> edit profile. has a seperate save button and you have to authorize the website to use it with steam.
