How does the refund system work when you pre purchase a game?

playtime before release date does not matter.

Common sense says you're not going to get potentially hundreds of hours of playtime for free. But contact support if you want a definitive answer.

It sounds more like an Early Access Game than a pre-order to me?

EDIT: Or is it Legends of Pegasus seeing you own that game?

Early access and pre order are two different things.

No. Early Access is a full purchase of a playable game. By purchasing, you gain immediate access to download and play the game in its current form and as it evolves. You keep access to the game, even if the game later moves from Early Access into fully released.

2 hours/2 weeks it is.

Early Access Games fall under the standard purchase rules.
