Easy.

Buy games, play games, and earn your card drops. Build up a group of cards and either buy the missing ones of a set on the market o trade cards you don't want for them with your friends.

Then when you have a set of cards, you craft them to badges, and you'll earn XP.

You can simply buy the cards on the market without buying the games too.

But a cost effective way of doing this is NOT to do what some other people suggest - that of buying the ♥♥♥♥♥♥ dirt cheap games that are largely asset flips. Instead buy games from Humble Bundle, Fanatical and a few of the OFFICIAL charity bundle sellers outside of steam (NOT the illegimitiate grey market resellers).

You can get bnundles of games pretty cheaply and because these bundles are quite popular, many people on here also buy them which means that you'll have a pool of cards on the market to trade or buy.

No, plural.

Each games has a set amount of cards for a set.

For example, if a game has 10 cards to its set, then you will earn any 5 of them (possibly including doubles) by playing and no more. It's then up to you to either trade or buy the rest.

If a game has say, 16 cards to it's set you will earn 8 by regular gameplay.

You could earning XP by playing games, but that will take a long time.

Also you can find Badge list that describes how to earning it.

Or you could buy cards to trade for badge and earning XP.
