Report a translation problem
You report that the mobile app works BUT there is an issue with the desktop app login and it may be related to the mobile app beta and i base that on the OP you wrote.
You post that feedback to the link i provided where Valve will see it rather than this forum.

Did you also switch your desktop to the Steam Client beta version because it is required to use the mobile app beta.
Okay so I fixed the issue. So turn off you pc wifi, then login into steam via offline mode then proceed to go to settings and opt opt out of the beta this will return back to normal and you can log back in.
I have the same problem, i only get stuck in a endless lodaing screen
yeah i had same issue.
i disconnected my pc from internet and forced steam to stop running
then i logged in offline mode and removed the beta in steam the options
if you have any other kind of problems, you better try support to fix it
Support was useless for me they just gave me some bogus things to do like updating the launcher into beta which was the issue. But I see this issue popping up more so I hope they have an actual way to support this issue besides what I have provided for the fix.

Steam Client Beta

For it to work you need to update to the beta and once it reboots go to > Steam Settings > Tick Don't save account credentials on this computer > Exit Steam, reboot Stream and you will see the link for the QR code.
You do not need to enter your account name and password.
I did update to the beta that was the issue being in the beta caused the infinite loading screen
