getting an extra charge whjen paying for things?
When I purchase In game items from any game, say the item cost 4.99, I get tax for 0.65, so my total is 5.64, then underneath my total is says "deducted from wallet - 7.07" and i have to spend an extra $7?? I do not remember this happening and I have no idea why, can someone tell me what this is?

Nothing wrong with that. $5.64 USD is just over $7 CAD and this money is being deducted from your wallet which is the primary available source when funds are in there. You're not being charged an extra $7 on top. Read the breakdown again closely.

It shoudl ALWAYS say on the payment screen right before you pay what the breakdown is.

ALSO, this doesn't happen when purchasing a game, only when purchases stuff INSIDE the game, like additional content or extra in game currency, etc.

There was a thread similar to this a few days ago where another user from Canada was saying the same thing. Apparently per the Canadian government, Canada taxes twice on Steam purchases.

Well I am canadian, and I have been asked to pay up to $15 extra for things that cost half of that. Wouldn't be surprised if this was something our gov set in place.

Do you have enough to cover it in your wallet? It would be weird and harsh if you are one or two cents short based on the current conversion rate!

I had enough to cover it with the taxt but now I'll have to add an extra $7 to the steam wallet if I continue with the purchase

Or just remove the wallet as the payment option and instead pay with a debit/credit card where the whole amount will be deducted and you wont have to be forced to add the minimum amount of wallet funds to cover the total transaction.

*edit: if the content cannot be bought standalone on the store page or through an external authorised seller then you'll just have to meet the wallet amount required.

Erm, you didn't convert did you?

7.07 CANADIAN. The rest is in US dollars.

I can see why you missed it though. That's a misleading way to list it in mixed currency.
