Wrong. It means the developer/publisher doesn't care enough about said region to bother giving it a price. Valve doesn't set developers/publishers prices for them, so it is Rockstar that haven't bothered setting a price for that currency to continue making it available there after the change.
Strange is that game that all ware same price are now diffrent
all of those ware 59,99 euro:
Middle-earth™: Shadow of War™ now 214,99 PLN 1 euro = 3,58 PLN
Nier Automata now 214,99 PLN 1 euro = 3,58 PLN
BERSERK and the Band of the Hawk now 214,99 PLN 1 euro = 3,58 PLN
Assassin's Creed® Origins now 249,90 PLN 1 euro = 4,16 PLN
Wolfenstein II: The New Colossus now 259,99 PLN 1 euro = 4,33 PLN (actually higher than current price of euro 1 = 4,23 PLN)
Some comapnies like Activision, Konami or Rockstar did not gave their prices yet.
Problem is that Valve should have give solid number for every company not let them decide whatever they wanna, now we have chaos in prices.

For titles im interested , id have tro pay anywere from ~10% more to~39% more , so yeah .
If i had any reserves for buying game codes , and redeeming them here , there now gone
I feel you :/ I was looking forward for Christmas sale to buy some games from my wishlist. The problem is most of them doesn't have prices in polish złoty yet :/ They could have worked those prices out before changing it for us...
Lamers trying to get something cheaper while waiting for new currency now are crying because they will have to pay more than before adding PLN. Oh, how sad....
