I've often wondered that myself - especially since the other services I use (Origin and Gog) provide uninterrupted download speeds of 250+ Mbs. I pay for 300Mbs and quite often get that with both.
So yeah - how come Origin (the almost universally despised EA really) and GOG do dl's without pause and STEAM which is bigger than both Origin and EA combined can't? WHY NOT?

your described behavior can totally depend on the game you're downloading because they are not built "correctly".
why and how it works on other platforms is their thing.
Origin is a pretty bad example. EA owns every game on it to some degree, they tell you how to deploy a game or do it for you.
gog is a simple file installer. nothing wrong about that but you have a lot of overhead if a product has high frequent updates, which is a thing Steam is comfortably better at.
well if you want it rough so be it
month are you kidding us here, it dont help you make post with steam biggest sale event same time, where congest is biggest into steam through all isp and there partners.
try change DL zone if that dont help then its possible your own isp on first jump that cause more reduce speed..
and test with Friends laptop or have a spare pc, to ruleout own pc , and ofc you have test that pc at hes place before you try at your network.
but 0% is seen as dead give away that antivirus blocking it. ( i dont know why steam has remove the old page with % blocking issue , problem is diffrent Brand AV APP , so there is no right reply then some block and other dont, and yet that is still not steam problem in what security app is doing. thats your job. gl with it.
Because Steam works differently.
Games on Steam are encrypted AND compressed. They aren't on most other services.
Because of this it's why you need to allow up to THREE times the total file size for download space. It's also why you get what you're experiencing as it downloads a chunk of data, then needs to work on it to sort the data out before writing it to it's final destination.
So, it is perfectly normal to download a bit, appear to stop while it unpacks and sorts it to disk, before starting again. Games like Ark and Payday 2 are especially notorious for this behaviour.
There is no fix for this because this is how it works.
every time we said use check disk or repaire steam library folder, its never that, so only security is left.

please next time you need help dont wait month, thats not good that same as say can you remember months back what happend.
let be be rough want did you do that day on the pc that did this , install a app or didiyou get a steam update. im sure you can see the problem in such.
and how will you do a restore point back to then, windows systeam can actual do that.
