i dont feel in the wrong, i dont really care about the game, i would accept an apology from the mod but i really dont care, im just curious if it is possible or if he is abusing mechanics

if you feel a moderator has abused their power:
Game forum moderator - contact that games developer
Global Steam Moderator - report them thru their profile
game hubs moderators are selected by the game developer, and the game forums are run the way the game developer wishes. if they wish to have people banned for the first offense, that is their right to have bans issued for the first offense.
I got perm banned twice form a community hub for the same post that basically said "I wish you good faith and good luck with your future development"
by the sole game developer (of that hub).
and I didn't post a any second comment anywhere either. (edit: I mean I only made one post)

In all honesty that person is rather weird. I was following his curation (reviews) and he contacted me at some point. We had a chat, he then convinced himself he was forced to chat back to me immediately somehow, so he banned me from contacting him and... then that happened.
no reason was stated. When I asked he said "pretending that you don't know-"
I was like "what?"
never mind. He only left one message before unsubscribing from the only form of contact I could have with the 'moderation team' (one person, him), so yeah.
he's like "f" you, etc. I can still stalk him because I got two perm bans on the same post and the other one has yet to be used, so if I send a message there he gets a notification, etc.
but meh-
whatever
its a lost cause.
(he doesn't understand by banning me I can only contact him on the community, no one else there, so ... whatever I guess)
but yeah I asked about it and "someone from the dream team" basically said no rule was broken. (and completely ignored my questions and the point of my support ticket, namely twice? etc.)
(support only reads into what they like and don't perceive as rage spamming)
never mind I guess.
Anyway yes, overlords on the forums / hubs can ban you for any and no reason at all and indeed twice for the very same post. (they can literally click the same post and use it as reason to perm ban you twice if not more)

Note that Steam resorts to social shaming. If you get warned or banned you get flags on your account that will be used by other functions.
Not caring about the date, when or why, in the future you may notice cooldowns. When you installed a game, there will be a timeout before you can post anything or leave a review on the community hub, because Steam assumes you misbehaved. Stuff like that.
Also they can see how many times you have been warned and banned and will use that to discriminately raise the temp ban counter for example. (where someone else might get banned for a month for something, you may get banned 3 months because you had a ban elsewhere before for the same type of reason)
simplified, in Valve's eyes, flagged ones are criminals basically.
(they don't care if it is actually misplaced or not because mods are gods or something)
The developer gets to run his hub how he wishes and he can ban you because he doesn't like the number of vowels in your name. Not much support is going to do about that. I mean it's not good for his community to be that erratic or hostile, but again that's his choice. And Steam is not developer mommy.
So grousing that support didn't address your issues sufficiently. I don't know. Sounds like you didn't like their answer and hoped there's some wiggle room to get some kind of response against him. Since you didn't, but can still imagine there could be something, you feel like Steam support blew you off... But what if they didn't. Because the developer being a jerk and doing something you don't like doesn't violate any rules...
Because of that very reason. We can't see what happened, and we cannot do anything about it.
Threats of violence, even as a joke, are not allowed as per the rules. Just so you know.
The devil is in the details, as they say. Not saying that applies to you, but just saying generally.
Racism seems wrong but the ban looks fine to me.
