resetted/switched phone? then mobile auth was shortly off and has to be active again for at least 7 days.
you receive an email when a mobile authenticator gets added to your account. date and time on that email are accurate.

Because as the good wuddih said, either you switched phones or turned it off and back on again for some reason. And that would trigger a trading and market restriction instead, which is not the same thing as a trade hold.
The shield is green. I guess I'll just have to wait a week.
So if you can use the market, this maybe means you transferred it to a new phone instead, and those trade holds last a couple of days, if so.
Without you telling us more specific history with your authenticator as to what you have done with it, we cannot clarify.
