I guess by your meaning of ban, you mean "it's no longer to be sold" or do you mean it's been outright banned from sale AND play?

that is not exactly something he gets legally buttslapped in his country but that can and will result in a Steam account suspension in the average case.
Please don't do dumb stuff like break laws, even if it's something that is objectively "a dumb law". A ruling might have consequences.

But the question is at what cost?
The whole point here is that their government is banning the game (or voting on it). If they get found out, then the penalties are going to be just as severe as if they didn't use a VPN, possibly a greater chance of guilt, to be frank.
Second of all is using a VPN is a great way to get your Steam account suspended.
So no, this is a terrible idea.
Maybe such an age rating would be a good idea.
