I am not sure about windows store, but it sounds like it is displaying in megabits ber second because 40 megabits per second equals 5 megabytes per second.

byte for the filesize and amount downloaded
bit for the current transfer speed.

It takes 8 Mb to make 1 MB, so a 40 Mb connection will get you 5 MB on Steam.
Seems you are getting the correct speeds.
There is a setting in Steam to change it to Mb if you want to match what your ISP states.
Steam > Settings > Downloads > Check the box for "Display download rate in bits per a second"
You can use the network column and check or use the Performance tab.
Then you can see the speed using the exact same unit and that stuff.
