Billing Information needed on a 16 cent Market transaction?
I never needed to do this before, as with many Steam users, I don't have a CC, and I use PayPal, which has been fine for a year now. Works fine to buy games etc, I recently got some cards, and I was just selling old stuff in my steam Inv. (I had 0 balance at the time) I accumulated about a 1.02 that I've just had sitting and I wanted to buy some booster packs, and now it was my full name, address and billing address. I think that that is a terrible design, it's information that could conflict with future payment methods. And makes me want to use this platform even less. All I want to do is buy 3 Mad Max booster packs with my left over money.

Steam asks you for billing address because of their policy under their terms and conditions. It's mandatory for any company complied by law depending upon the country to acquire the billing and shipping address of the consumer if the consumer purchases any goods and service from e-commerce sites.

Personally i've always needed to enter my billing information for years now at least, rules and regulations may have just changed in your region/ country recently therefor prompting you with this.

"You may live in a region subject to a value-added tax, sales tax, or goods and service tax. Valve reports information to the applicable tax authorities in your state or country as required by local rules. "

I have the same issue as the OP :Speech_Question: for 2+ years I bought and sold items on the market and suddenly today, when trying to buy a .03 cent USD emote, Steam demands my address. :miawat:
I have plenty of funds in my Steam wallet, so there wasn't any credit card or paypal needed! :ragecube:

Thank you for providing answers when Steam didn't. However, I still feel that it would be nice if there was some kind of announcement or post from Steam as to why there's been a sudden change.
I'm pretty sure they started rolling this out a while back unknowingly

technically they rolled this out since the start, just that you were only required to enter it if you wanted to sell more than 200 items per fiscal year. US citizens were even required to provide their TIN/SSN.

now you need it universally everywhere on Steam.

Sorry to say, things change and on account of certain tax law changes in the US, this is now a thing.

it's not unlike how they dealt with us in the EU and our legal rights to refund on digital goods caused them to roll out the global refund policy for everyone.

So, you win some you lose some. But rules are rules, and the only option is to do as they wish or don't bother at all.
