When did this happen, 6 years and never once did they ask me this. Unless I used a CC. which I don't.

Sorry to say, things change and on account of certain tax law changes in the US, this is now a thing.
it's not unlike how they dealt with us in the EU and our legal rights to refund on digital goods caused them to roll out the global refund policy for everyone.
So, you win some you lose some. But rules are rules, and the only option is to do as they wish or don't bother at all.
