What is the game ?
I have no idea what my windows os is
Go to "help" in the top of the client and then "system information". Copy and paste all that here, please.
EDIT...It seems that your OS is not the probem, as far as I can tell. My apologies if so.
MINIMUM:
OS: Windows XP SP2+
Processor: SSE2 instruction set support.
Memory: 4 GB RAM
Graphics: DX9 (shader model 3.0) or DX11 with feature level 9.3 capabilities.
DirectX: Version 9.0
Network: Broadband Internet connection
Storage: 3 GB available space
The next possibility is your antivirus or other software maybe quarantining the .exe file.
What is your antivirus program ?
Post your antivirus.
Do this...however if there is problematic software causing this, then this is only a temporary fix if it works at all.

EDIT..Do you have Steam and games set at exceptions (exclusions) in Windows Firewall ?
Next do this.........
Take screenshots of all of the programs you have installed on your computer. Control panel then programs/programs and features. (Windows 7,8,8.1) or "apps" (Windows 10 click "Start" (Windows icon on bottom left))
Click Windows Start and type in msconfig and run that resulting process. Go to the services tab and check the box on bottom "Hide all Microsoft services". Take screenshots of all that is left.
Then go to the startup tab on top of that same window(Task Manager in W10). Take screenshots of all that there also.
Post all the links to the above screenshots here, using a file hosting site such as imgur.com
the system requirements do not make any sense, like the game itself.
4gb ram is not possible on a 32bit system so it probably requires a 64bit windows.
anyway... do nothing, refund the game and spend your money on a game that actually has valuable gameplay in it. if you wanna "experience" the game anyway. watch 10 youtube videos of it, that should be enought to see everything that is possible in this game, which is not much.
you basicly blew $15 out of the window for a very crappy game. if your whole intention was to reach 50 games, you failed that completly, there are enough 50cent games on Steam that could've get you 30 games easily that are more worth playing then this youtuber bait game.
EDIT..Don't get me wrong, as you are right about the RAM requirements. They don't make sense.
