wuddih, do I really need to make a dedicated server tho? It's just a 1v1 after all but if there is no choice well I'll give it a shot

Maybe port triggering? I'm not even sure, the thing is that when I played half life and stuff before, without doing the port forward the server would not be reacheable by my partner. After I've set the ports and stuff, I could dunno why. Even Warframe recommends port forwarding to play.
listen server still requires correct ports f.e. udp on 27015, which you didn't do.
this is 10+ year old software, it requires you to do stuff.
A lot of games recommend it. It doesn't mean it's required.
I'm trying to make a server but ♥♥♥♥♥♥♥♥, too much for a simple old game... I've set my ports to 27015 udp, trying steamcmd and waiting for it to download. FFS if this doesn't work out I'm going to sleep.

and game server setup require more, but it dont look like that issue.
do not forget update own router sofware and netcard drivers ( maybe even reset and reconfigurations. try default NAT first most have that as default, well depend on router ofc. )
NAT dont need port forwarding from 1024+. ( do not forget own isp firwall if you also have service there on the line, many forget such service over time. )
