Report a translation problem
The issue is that I get the error message befor I have the possibility to add any items to the collection I’m trying to create. I would be happy if I was able to create a collection that is empty even to start with.
just tested and that works, adding items also works.
1a) steam settings -> web browser -> delete cache.
and try again
1b) try using your normal webbrowser to do all of this. steamcommunity.com
2) if you are using Steam in a non-english language, try english. clicking this should change the website language:

I tested all 3 suggestions you had without success. Feels like there is an issue with the configuration of my account on the back end. Had a look trough all my settings on Steam and I couldn’t find anything that seems strange.
I ran into a similar error when I attempted to add buddies to my friend list. Turns out you need $5 in your steam wallet (or have spent that or more in the past) in order to add friends.
I'm wondering if this is another similar limitation of not having $5 in your steam wallet or have spent that in the past.
I originally got TTS a month ago from another site that had it on sale before the steam sale a couple of weeks ago.
Does anyone know of a list of imitations if you haven't spend $5 or more in steam?

New accounts are limited from using all of Steam's community features. You'll have access to all of Steam's features once you've spent $5.00 USD in the Steam store or added $5.00 USD to your Steam Wallet. Some of the features that you won't be able to access are:
- Adding friends on Steam
- Buying or Selling items on the Steam Community Market
- Creating a Group on Steam Community
- Creating user reviews or rating artwork, screenshots, workshop content, or Greenlight submissions
- Using Friends chat in your Browser or on a Mobile device
Not sure if one or more of these is the base feature that allows collection creation to work, but I was unable to find something specifically stating that collections are prevented when less than $5 was spent.

All you can do is try at less busy times, I guess.
It must EXACTLY $5 or above. Make sure you're not getting your conversion rates incorrect, and can only either be money added to your wallet, or a purchase on the Steam store.
If the money hasn't yet appeared in your wallet, check your purchases page and see if it's still pending, in which case, you have to wait as it's down to the banking system.
You have a couple of things you can try.
First off, this week seems to have been a bit messy for congestion as there's been a big release (Baldur's Gate 3) on top of the coronavirus still being with us. SO congestion can cause havoc with trying to do ANYTHING except play games on Steam.
In which case, you can try to do anything like buying, or messing with your inventory, or trading cards and leave this until the VERY last thing before you go to bed. As things calm down, you stand the best chance of getting through.
There is another thing you need to be aware of though too. If you try to make any payment and it fails or timesout, then many card providers and banks have security procedures that will trigger timed autolockouts to prevent fraud. It's easily possible to trigger these under such congestive times. It ALWAYS happens during sales.
It normally is anything up to a 24 hour lockout if you've kept trying and failing. SO the thing to do is first LEAVE it until a CLEAR 24 hours has passed to make sure the lockout has cleared. Then try ONCE. If it still fails, then leave it until last thing before you go to bed as I said.
I get this error on all ways I could think of: in Steam client itself, Firefox, Chrome.
