As we are in the midst of a global virus that has essentially given everyone in the world a holiday to play video games, you can imagine what sort of stress the servers are under. Add the fact that Steam staff themselves will be included in those people at home, and its worse.
What you can usually see are things like your inventory not being displayed at all, yet your friends can see it. Or payments for games not going through, usually with the message saying there has been an issue and to contact support. On top of this there are many other things that can crap out, but they're usually the key indicators.
If it's inhibiting your experience that much you can do one thing to mitigate it - wait until times of day where locally not so many people are using the service. I'm a night owl, so any purchases I make over such periods, I either make around 2 am, or first thing in the morning.
