I told them I'd buy the Steam code, not the Bethesda one. Even the receipt says "Steam Code"
All versions sold by a 3rd party will be a Bethesda Launcher code.
This means you can only get the Steam version by purchasing the game on Steam.
the only thing Steam has to do with retail keys is to generate them for the publisher/developer on their request, for free. what they do with those keys after wards is not controlled by Steam, at all.
And EVEN IF YOU bought it on Steam, you'd still be using Bethesda.net 's launcher, so just know that there's no getting out of using that DRM (as you can see on store page). (see below)
This would appear to be a case of the teller being misinformed about the exact nature of the item, as there have been several games in the past where the retail boxes contained Steam codes so they may just assume PC and Steam are the same thing.
