Unless it is in your inventory (from before such gifts were stopped). Then you can gift it as any other.
If it was added to your account and not your inventory, then it is forever attached to your account.
Game on your account are non-transferable.
people never were able to gift games they have in their account (library ) to others
unless you mean "in the inventory" when you said "in their account"
Make sure you only trade what can be put into the 1 trading window and don't gift it away for nothing.
but trading games as Steam gift form has become very rare though since games in inventory are not really longer possible, so 99% of people that still have games in their inventory is stuff from before may 2017 when Valve disabled that.
only multipacks (and some promotional stuff) grant giftable copies that will be placed in the inventory and Valve also prevents devs from creating such purchase offers, so all multipacks are also from older titles.
be aware ... only trade for stuff that fits as an item into the same trade session. trading for Steam cd keys or money or gift for gift will only end in a scam. the gifting function is what it says, gifting, not trading.
