eula
makes zero sense in the correlation you imply.
the only one who can break an eula is a user. a 3rd party reseller cannot break any eula.
maybe try naming the sheep?
I'd imagine so. The user in question is using eBay's service to breach a contract that he has with another company - legit businesses tend not to like people who cheat other businesses.
Selling access is "charging" others for the use of it.
