both games can be played.
you want to remove goe from your steam profile and library:

you can recover it at any point with the same link.
for refunds there is a really clear and transparent policy, if you are outside of their conditions, refunds are likely to be declined.
To the others - this isnt my first request. I asked for a refund for that scam (repopulation) years ago. It was only when I noticed they dropped a secondary turd (that other title, just as bad) that I noticed. re: Steam's refund policy - they can do what they wish. It's why I have only really added free Humble games since then, more or less, and it is all i will continue to do.
that is enough time to troubleshoot any game or to even get a very in-depth first impression for them if there was nothing to troubleshoot.
you do not get this anywhere else that clearly stated. it is mindboggleing to me that there are people think this policy is bad, it is undeniably the best in the whole industry.
gog and origin try to talk you out of it by giving you mind-deafening "tech support" and hope you give up and "i dont like it" is never an option and on humble refunds are basicly non-existent as on every key reseller.
The Repopulation is still for sale and did a update as recently as December 2017.

Guardians of Ember did an update literally last week
The fact that it was removed from sale on Steam was due to their CEO's actions. The game however is still available for you to play and is even being actively updated.
I think you do not understand what the word 'scam' actually means. I recommend you actually look up what it means because it does not mean what you think it means.
"I tried to refund an older purchase of mine, but it looks like I can't. What can I do?"
Purchases made significantly outside of the 14 day refund window are not eligible for a refund request.
