How long do you need to be friends for in order to gift someone a game on steam?

Selecting your gift recipient

When you select the "Purchase as a gift", you'll be presented with a list of your Steam friends, from there you can select who you'd like to receive your gift. If you'd like to send it to someone who's not listed, you'll have to add them to your Steam friends list. This helps ensure your gift is going to make it to the right person.

It is a IRL friend who I just added to steam recently, and when we were playing CS:GO he told me if I can get 2 kills with glock, he would get me this game, and I did

That is the only gift I am aware of you can get with CSGO. Was that not the game you were talking about your friend gifting to you when you got those two kills ?

Because the prime status upgrade is not free, but the core game is.
