stupid slow steam download speed (tried alot of ♥♥♥♥♥♥ fixes)

My download speed some time ago was very decent (15mbps+) and now suddenly its 100 kbps-1mbps but mostly kbps. Now i have tried a lot of fixes which NONE of them worked and are as follows:

-Tried to change region in steam settings (already had selected the closest)
-Restarted download cache
-Setting steam.exe in details in task manager to high priority
-Ending tasks that use much data in task manager
-Unchecking ipv6 in properties of internet
-Restarting internet
-Unplugging and plugging wifi adapter
-Restarting driver
-Restarting steam 100x times
-Tried to update my wifi driver (was already up to date)
-Disabling all anti viruses and firewalls
-Restarting dnscache in services in taskmanager

Now keep in mind my connection speed in status in network settings says its 150 mbps so its not slow and its funny how steam uses 1/100000000 of this even after 10000 of attempted fixes.

My driver is 2x2 selectable dual band 802.11ac USB network adapter

Now i tried to do speedtest and these are results:

Ping: 13ms
Download: 5.20 mbps
Upload: 14.41 mbps

Nearest does not always equal faster.

Try all download servers until you find one with speeds you are happy with. There are over 130 to try. Any server near me was slow as dirt.

Today, Rio was better for me. Yesterday, Sweden was better. Btw... I'm on the East Coast.

Content Servers

Steam uses content servers that are located all over the world. Steam attempts to select the best content server based on your location. If Steam downloads are going slower than expected, please double check your current download region:

Start Steam
Go to Steam > Settings > Downloads tab
Under Download region, select the region that you are in or that is closest to you.
You can also try various regions near your location to see if a better connection is available.

As the good Hotsauce said, the closet is not always necessarily the best. Also, trying some very, very far away from your location can sometimes even help the most.

Well, at that time we thought that starting with the simplest suggestion was the best, but you noticed a very good piece of information in your quote of the OP, in the difference between the upload and download speeds. So maybe after all, what you suggested is the issue. Thanks.

ok guys nvm the issue was in my usb adapter, it wasnt plugged in usb 3.0, therefore it was 10x slower.
