pre-purchases are refundable until 14 days after release or less then 2 hours playtime (relevant for pre-launch betas)
@OP: did you actually got a refund request denied (you got the answer via email) or did you just read that on the support page where you can send the refund request?
What wuddih says is correct.
You can refund a pre order anytime you want before it releases regardless of when you purchased it.
It shouldn't be getting rejected
I think so too, i just readed the official refund page and it indeed says something like that

So unless something wasn't being said correctly, or being rejected to refund due to not being able to appove the refund to you by the method of payment choice of how you paid in the 1st place, then need to firgure out the issue from that. I would suggest refund to Steam wallet as it's the least issue, but if you want the money back then ensure there's no issue related to your end such as credit card, or bank transfer you're using.
