i ask myself
what happens to the people who posted the porn

The images get banned and for each ban, they can not upload anymore images to Steam for a day. So 100 images banned = 100 days they can not upload.

Some images can lead to an account getting locked by support.

Because cs go is played by teneagers in puberty and sexual hormones start to work. Or trolls who think that uploading porn is cool.
Otherwise is totally possible to get permanbanned from uploading artwork.

You don't know yet the awesomeness of CS GO when guys with boringly known girl avatars from Google pretending to be her and beg for skins.
The only thing I really pity is that girl who in real probably has no connection even to computer games...
Sometimes those "pro skillz", "awp gods" or wat the heck enter our games like Alien Rage or Deadalus, there we crush them to a point that they ragequit in 3 minutes...

I believe mods can remove such avatars, but probably not such artworks. Though a much better solution would be simple revoke the uploading rights of those who are the root of the problem, as just deleting stuff in hundreds.
