Windows has native support for the Xbox 360 and Xbox One controllers. OP, try uninstalling the driver, unplugging the controller, and plugging it back in.

Sorry, what is joy.plg? Windows should not require any external software to recognize or use the Xbox 360 controller, even off-brand controllers.
that is windows controlpanel for gaming input devices.

A 360 play and charge doesn't tranmit data nor does it turn a wireless controller into a wired one. You still require a wireless adaptor for windows.
