For example, maybe you could sell a t-shirt with a drawing of a black forest cake, aka the cake from portal and have the text "the cake is a lie" and it would be not infringing on anything.
Just taking the portal 2 logo from the game and putting it on a t-shirt would not fly.
Basically, don't sell stuff or drawings of stuff you didn't draw. If you want to draw some cartoon terrorists and sell it on a t-shirt that would be cool probably.

If the t-shirts don't have the logos and you will have original art then it might be fine to just do it.

Don't sell t-shirts that has drawings or stuff you didn't create or draw on them.
Start thinking about why they would let you make money on their stuff.
but i already said, that in any case, they print. i said this because even their regional partners are just resellers. it very unlikely that they give a random shop in pooptown, idaho permission to commercialize their intellectual property.
