Selling of a Steam account is a violation of the SSA that every user agrees to. If you see it, Valve, us moderators and your fellow gamers would appreciate it if you did report it.
It helps us all in the long run as such actions cause issues for us all. Even the user buying the account could be walking into a scam where the owner re-claims the account and keeps what ever was given for it. There are also people trying to sell stolen accounts, so if it is locked because you reported it, then the original owner may be thankful for your actions.
