it's not dead. it's the content delivery system. All of the steam games use it.

also they added new features to it a while ago that added packet compression and decompression on the fly. so now you can download 5gb of data which is uncompressed to a 11gb game for one example (black mesa steam E.A. release)

SteamPipe = Steam's Content Delivery System.
