Also, if you get vac/game banned after gifting a product, the recipient will also be unable to gift that product.
Of course not. That would really kneecap the consequences for cheating.
Account security is your responsibility. If you lost control of your account it's almost certainly due to recklessness or carelessness on your part. Either way the ban isn't against the player, it's against the account that was cheating, which is yours. Keep your account secure and that won't happen.

Though it seems VAC bans may be like that.
Game bans don't seem to have said restriction though, as far as I can tell, as there is no mention of it on the game ban FAQ.
You can always try. Worst case, it will simply not allow the gifting of the game.
If your talking about buying ANOTHER copy to gift then like Spawn of Totoro said it should allow it.
If your referring to gifting the copy you already activated and got banned on you cannot gift any games you own.
