They don't tamper with review scores that often because if they do that too much people will stop trusting reviews entirely, but they will every once in a while if they think they can get away with it. Now is one of those times.
There is a valid reason they do this.
Yea that's a problem.
If they choose to spend money on it's play to win mechanics they have to take responsibility for that. Even avoiding these types of games I was aware of the trick the dev was trying to pull, so it's not like it was secret just because of Steams standard practice for review bombing.
this process is done when most of the unconstructive feedback is bandwagon jumpers that have no substance other than: "spongebob squarepants"
and even with the process being applied, it did not change much. the impact from the non-offtopic reviews is still there from before the off-topic period
this exclusion from the review score, again, that is all that this does, can be globally disabled for yourself:

you should look up what "censor" actually means
Game is rated "Overwhelmingly Negative" on recent reviews. So negative recent reviews ARE being accounted for.
What I think it happens is:
-People are massively reviewing negatively the game
-Within those there's a percentage doing it for offtopic reasons.
-That subset of reviewers has triggered the 'period of offtopic activity'
-That subset of reviews has been 'filtered' off the rating
-even with that subset of reviews filtered the game rating has still tanked rock bottom.
-Some sites, avid for clicks and views, go for the clickbait 'STEAM IS FILTERING ALL REVIEWS'
-Disregarding facts, people jump into the Steam hate train.
-People don't see the forest for the trees and start burning up things.
TLDR:
Steam isn't censoring war thunder bad reviews. They're [air_quotes]censoring[/air_quotes] offtopic reviews. There's still enough bad reviews being accounted than the game rating has crashed which wouldn't happen if all bad reviews were being [air_quotes]censoring[/air_quotes].
If you look below that you'll see "Mostly positive" for the past 386 thousand reviews.
Ergo: the system still works as far as I can tell.
Don't forget that purchases for WT that go through Steam they take a cut of.
This cynical and shallow attempt to disguise the community outrage just shows that Steam lacks credibility.
For example: War Thunder has a 81 metascore, while it's got a 3.9 userscore. If you search on Google, they'll show the 81 score.
