About what percentage of game buyers ever give a review on steam?
It would be good to know what percentage of purchased games on steam get a review, on average.

A lot of times I add up the positive and negative reviews to get a guess at how many people have bought the game. It tells me a lot even though I do not know the total number of purchases.

Does anyone know?

you dont need to know the total number of purchases. the only people that need that information is Steam and that games developer/publisher.

if they want to release that information, that is their choice.
About every tenth according to the estimates on Steam Spy and some indie devs talking shop.
Very popular games usually less.
I review almost every game is play. I appreciate reviews so I know if a game is in a good state to buy it.

Same here.

I often wait till I've completed a game to review it, but not always. And I certainly look at reviews before buying a game, unless it's something I know for absolutely certain I will like.

It's more egregious than that, it's approximately betwixt 1 per 20 - 80 people review a game on Steam.
246 games 7 reviews... and reviews were mainly to get something in steam sale events
Well, I don't review. I just can't find any reason to.
not many, hence why Valve constantly puts incentives towards doing it.

for a plethora of games i know the exact number of owners and number of reviews. 5% is a unicorn and that happens only on super niche games with a very involved fanbase and the one case that i know of that scratched the 5%, the dev also gave an incentive to review. so naturally this would not even exist.
You can make ball-park guesses, buy comparing the number of copies sold to the number of reviews for a large enough sampling of games. It won't be a perfect example because not every game has accurate sales numbers, plus there are other markets or platforms to consider but it should give a general idea.

Or, you could just check people's profiles and see how many reviews vs how many games they have.

If I had to make a quick educated guess I'd say it's probably 1% - 5%
2000+ games, less than 100 reviews and I think I review more than the avg person...with no evidence to validate that.

Extrapolate as you will.
You can filter reviews to purchases made on steam vs key activations. At the bottom of a store page there are drop down menus just above where reviews start, set your filters there.

On a side note another suggestion for Valve is to set the default review option to "Allow comments", or at least make it a two-step process to turn comments off. Some of the best discussions I've had on steam are in comments for someone's review. Aside from that many reviews are pure spam and should be criticized appropriately.
