As I said earlier in this thread, when you look at all games that are presented as in development on any platform at any time, you'll find around 50% don't make it into release.
This has largely always been the case. You can look at sites like Unseen64 or The Cutting Room Floor for evidence of this.Also you'll see the reasons they were shot. And most of them are banal, boring business reasons.
Maybe a platform was at the end of its life and they canned it due to a new one coming out (as with Starfox 2 which was FULLY developed). Or maybe it's just that the style of game is past it's sell by date and other similar games didn't fare well, so they cut their losses.
Or even just the regular boring old things like licencing, publishing or other dull reasons - could be that they haven't got a good pubishing partner for a given region, or there's issues with liencing. Many games have been removed from steam just because there's a TINY bit of advertising or product placement in there and the publishers don't want to splash out on fixing it.
The banal is usually the best reason.

kek Qureate definitely dropped the ball with this one. If they lied to CERO/PEGI/ESRB, it's probable they tried to lie to Valve as well
It is also why I said we don't have enough information to judge one way or another.
Still don't, but at least it is a bit more information then what we had before.
Qureate is gonna be feeling this one for awhile, especially if their incompetency did infact tank a Steam release
