The review types that get lots of awards (spam/memes) got posted long before the awards came into existence, the difference is that now alongside lots of upvotes they also get awards. Report such reviews if you feel they're not contributing.
And as far as why such reviews get lots of upvotes and awards, well, that's just people being people.
I think more variety would help.

I find myself unconsciously reading reviews that have more awards but feel limited in being able to respond effectively
No, it should not - but that's a separate thread that's going on.
I don't know why anyone would want to waste their Steam points just to point out that review is bad. It's what downvoting is for.
Also people would just leave bad reviews on purpose to farm these "negative" awards.
and awards should not influence anything. pay2win bots.
