Release but not released?

So I've been watching and waiting for a game to come out. Base One. Steam said "Available in 1 hour" and now that the hour has passed it says "Coming Soon!"

So is the game delayed by Steam or by the Devs of the game?

they are pushing updates to test branches and the public one is a month old. seems the delay is for the better.

to answer your question, devs control everything about their product on Steam. even when a release date was set, they still have to click a button to go live for real.
