2. Naming-and-shaming can produce extraneous reports against an alleged offender, even though those reports are from people who have never had any interactions with that offender. Even if the alleged offense is true, this makes Valve's investigation of these reports take a lot longer.
3. Especially when item scams are concerned, it's highly possible that the named-and-shamed scammer account is actually someone else's hijacked account, not the scammer's primary account. Using compromised accounts to scam people on friends lists is quite common. So basically a name-and-shame campaign would actually be directed at a fellow victim, which doesn't help anything.
Reporting them through their profiles is more than enough. No need to make the support line longer for the rest of us.

Indeed. Support tickets to report users are unnecesary and won't get the job done any faster (It's surely worse since the report isn't logged through the proper channels)

Valve via Steam support have everything they need to take action, so there is no need for anything of this. nothing you can provide on this forum would be neutral evidence and everything can be easily forged.
My only real issue is all the "steam support" answers. I've been a STEAM member for a very, very long time (11 Years). I have on rare occassions used steam support. Unless something has changed in the last few years I can only respond with steam support! What support?

"Steam Support?" means there is essentially no support. On the few occassions I tried to use them for help with broken games, installation issues or miscellaneous questions STEAM was either non-responsive (never replied) or responded with, not our problem (tell it to someone who cares - like the dev).
Steam Support sux! I gave up on it years ago. If other companies had a customer service group as professional (that was sarcasm by the way) as STEAM - they'd stay in business about as long as it takes a fly to fart.

Support is for account and billing issues.
Tech support, contact the game's developers or post in the game's game hub.
Misc. issues, Steam forums.
Support works fine, if you use it for what it is for.
You would be surprised at how many don't know how to get to the support page.
