If that didn't work then it's likely the usual server issues that are going on . It seemed to start over a week ago (or at least get worse) and has affected a whole host of things.
I typically get that image during sale periods when it's congested.
All you can do for now if the clearing of the cache didn't work is to leave it for a few hours and try later. To be sure, it can be helpful if you just leave any "administrative" work on Steam (ie. anything where you're not playing games) until last thing before bed to ensure the least number of people are on.
If you read all the posts you'd quickly know that there's nothing much you can try.
Because that's not how it works at all. THere is no support email and never has been.
And no while it's common to think "hhmm, why don't they add phone support" it doesn't actually do what you think it does. It would most likely make things WORSE.
Back long before I was retired one job I had was setting up helplines/help centres for companies. This involved looking at the the projection of calls versus number of clients, whether they advertised on TV, for exmaple (as that would mean more calls in one go), and how long a typical call would last and much, much more.
Valve get iirc, tens of thousands of tickets per day (see for yourself here - https://store.steampowered.com/stats/support/ ). Now, consider this - Valve instead of using a ticket system decided to set up a phone support line.
Let's assume for arguments sake this equated to an average of 40,000 calls per day. That's 5,000 per hour (8 hour day). Assuming you could deal with every single call within 1 minute (which is going to be darned near impossible) that still equates to needing more than 83 staff members to tackle this flat out.
And because that's flat out, any slight increase in calls means you will then be stuck in a queu.
And I guarantee that NOBODY will prefer that to making a ticket and going back to gaming while they wait for the response.
Lastly, it doesn't particular speed anything up either. True, some tickets can be sped up if they're simlpe little things. But the wait time is still going to be there.
But with account related queries or payment related queries, most times you cannot get an answer there arnd then simply because they have to check with outside companies. That not only takes more time but involves likely having to call you back, again extending the time taken and making it even worse for those having to queue.
So no, it doesn't work like that I'm afraid.

There's a few issues going on at the same time. It's a fallacy to assume it's one thing only.
The web certificate expiriation is for Win 7 users, not Win 10 for a start.
Valve HAVE issues that are affecting a number of services and they've stated they're looking into it. You are quite wrong.
