Apple's OS is based on Linux.
Steam OS is based on Debian, also a Linux "flavour".
You can even install Linux on a Mac.

as i gave you homework, start achieving that yourself by getting any Linux to run on an iPhone, natively, not emulated.
if you have managed to do that, we can talk about how to run x86 applications(every damn game on Steam) on an ARM cpu.

Microsoft is working on an ARM edition of Windows and Apple has control over are already gunning for that.
It's hard to do but here I am asking if anyone wants to see it done.
So, think about your answer first.
If you think it's like flying to space with just your arms and armpits, then vote "No".
If you don't want a unified SteamOS, vote "No".
Again: what do you think "unified OS" even means?

And you fail to tell me how a SteamOS on mobile is anything we need or want.
Again: you are talking about unified architecture and stuff but all you want is paying once for your games and be playing them anywhere. Ask the right question and don't lever tech talk you don't or barely understand.
The question you want to ask is:
Do you want to be able to play your Steam games on phones and consoles.
The answer to this is:
Do you value the effort that goes into porting a game to platform that feels, plays, and behaves completely different? I am not talking about architecture here. I am talking about control scheme, expectations, hardware limitations, ...
Take a look at Diablo 3 for PC and console and tell me that a unified OS is all they needed to port it. As a matter of fact, that isn't a mere port. It's a complete adaption. Or Cat Quest if you want to talk small sized indie studios.
There are even pure Android apps that aren't optimized for tablet form factors. The OS isn't the problem. The main problem is how much a developer can be arsed to optimize and port their games for different platforms. Most app development already takes place on a high level instruction sets or with toolsets that let you built-target for different architectures with a bit of configuration.
"Unified OS" isn't a silver bullet. But sure got me a bingo on my buzzword card this week.
They do what they do right now very well. They've already spectacularly and demonstrably failed in the 'os' and 'controller' department, and are in the process of a modest failure in terms of hardware distribution even for a successfully launched piece of VR hardware.
Let them distribute PC games.
That's what they do, and what they've proven that they do better than other systems for it.
They are not a mobile distributor, nor a mobile developer.
So the answer you are looking for is "no, do not want this".

As for the developer thing, I think there's this strange thing on Unity that allows games to port on multiple devices.
