i my self live in iran which avarage salary is only 90$ permonth , and sadly our price on steam is USD as well !
everyone has a hobby in their lives and they do it to get relaxed , even if it's an hour !
Some people watch sports , soccer , love cars etc ...
But for me , it has always been gaming since i was 4 till i went to univercity and now on , so yes i work extra , do civil/structure projects in different countries and i save my money and would buy my favorite games using my extra earnings .
Gaming is the only thing i can have fun with , get excited and be fulfilled with the energy i need to study and work succesfully .
What, people in countries with ♥♥♥♥ economies shouldn't have gaming as a hobby, or something?

Valve suggest pricing ranges for products based on similar products. Valve have their own fluctuating exchange rate for this purpose. Publishers / developers can either accept this price range or over rule it (usually with a far higher price).
In the past, Valve were far more restrictive with pricing and did, indeed, overrule developers when they wanted to price lower than Valve's suggested price. They may not force a specific price point onto a developer these days, but they still suggest default pricing.
When you put in a price, it auto fills for all the region's, this is a regional adjustment that is still on the system, and valve adjust those % adjustment regional pricing base on the country economy, and etc... It's to give you suggestion on price, not a mandatory pricing, most often publishers raise the prices making it cost more than the recommended adjustment because they want it closer to their USD amount they wanted. They can manually set the prices per region if they wanted, then update those prices with a click of a button, and that's all there is to it.
If you ask why prices are higher than normal then you have to ask why the devs or publishers raising those prices. There times they make a mistake, and misprice things in the wrong regions.

If you believe that, then please explain why several developers went on record as being told by Valve they couldn't charge the prices they wanted. Hit Google, look it up. I'll even give you a point to start from: Eternity's Child.
It takes an AWFUL lot of factors to estimate cost of living generally. Then markets within that system have to set their prices too, adjusted again.
SO it doesn't matter whether Russia has better or worse prices. You haven't looked at ALL the variables that go into this.
Plus, as others have said, Valve CANNOT set prices for properties they do not own. Only the IP rights holders may do that - the publishers or devs concerned.

Valve definitely don't check prices. There's one item sold on Steam (眼睛(眼球)结构研究) that costs 199 USD in America, and over 40,000 USD (4,921,100 JPY) in Japan. If Valve checked prices, I'd like to hope they wouldn't allow such blatant price gouging.
