More like legalities. The content the OP is referring to is illegal, regardless of the claimed age of a drawn character.
As Valve said in a statement, they will only remove illegal and trolling content. That game is more satire then anything, so would be allowed.

The publishers have only themselves to blame for trying to skirt Valve's content rules about underaged characters in sexual situations. It's more trouble than it's worth for them as a company and these niche products wouldn't warrant the costs associated with having employees examining these games closely. Just buy them on dlsite instead.
That said, there's absolutely no one at Valve stopping devs and publishers releasing anime erotica games starring hot, mature office ladies, police women, nurses etc. on Steam. Bring them. I need those.
This bring up another point: what if some of Steam's game curators are keeping a bunch of anime games/ Visual Novels off of this platform for the same reason that Sony has been insisting on the censorship of many such titles (young-looking girls in "sexual situations")? The law says otherwise, so it does not matter what your opinion on the matter is. Valve can not allow such content, BY LAW, regardless of anyone's opinions on the matter.
So first things first, you need to change the law, in the US, if you want such things, because even if another country allows it, Valve has to follow US law and that prohibits receiving and distribution of such material.
I will lock this thread up as there is no point in it.
