What exactly is your problem?
Figure your problem out, it's not on Steam's end in any case: Steam has no control whatsoever over games that Valve did not publish. Complain to the publisher of the game.
I've given them plenty of time to deliver a fix, I want my money back.
But no says the man in Redmond, it belongs to Krispy Kreme.
I was able to beat the game, including Sacred Coil.
Had it crash once when reinforcements in a random mission appeared at the same time as a car exploded. Otherwise, no issue for me.
Haven't heard of such a bug yet.
Sorry to say but you see your kind of reactions all over the place; a game doesn't work for someone and thus the game is dubbed "broken", even if it isn't broken at all or... even if there is an issue but it was caused by the player themselves.
Clearly you aren't aware of the massive bug problems that are plaguing this game.
A manual refund? I'm not sure what you mean, and that's because Valve doesn't even tell us that's an option.

Manual refund: Find the purchase, choose "I have a question about this purchase".
While that is true, no article tells HOW one should ask for a manual ticket for refunds.
