there is nothing anyone here could do, that is a thing between you and that key store.
This is NOT a Steam issue. You did not buy the game on Steam.
You talk to support for the site where the key was purchased.
You do realize that Steam is under no obligation at all to activate any of this, right?
In the end: purchase a game on Steam and you'll be sure about where you stand. Use 3rd parties and well, you're on your own.
1. The responses are correct and to the point.
2. Trading keys is not supported on Steam.

Ok... How is that Steam's fault for your governments restrictions?
Because the key can't be activated in your country. Simple as that.
If you can't get a refund, then maybe see if they will allow you to exchange it for a key you can use for the same value.
