I've gotten PayPal Gift Cards, & have a Real PayPal Card...
& in both Cases, those Cards actually costed me Money, instead of
Getting something I wanted to buy...
I won't do PayPal again... Too many denied Purchases...
For what it's worth, I have never had any issues with paypal, but I have also never used one of their cards.

did you recently reset your password or did other crucial changes to your credentials or account security?
because that might have wiped associated payment methods, which i think would also kill your subscriptions.
but i am not very experienced with subscriptions on Steam.
can you try buying some normal product and look if paypal is also removed there for you as a payment method?
you dont have to actually buy anything, just to the point where you can select a payment method.
I did not like having an Account with them when I had an Account...
If you get it working again, or find out that it's no longer for Subscriptions,
but only useful for buying Games with, or something...

Btw, i've been Denied Purchases with a PayPal Account,
from EA Games, Blizzard Entertainment, & STEAM...
So good luck...
So far i've not tried UPlay, nor Bethesda, or Rockstar yet...
They've even protected me from losing over $200usd from shady purchases and hackers. They're policy is they will give you your money back and they'll deal with the other party.
I know this isn't helpful to OP, but I'm shocked by the hate towards Paypal.
I tried to buy BF1, & some other Games from PayPal...
When I was Denied a Purchase, I had tried to work things out with
both PayPal & EA Games... It eventually ended up with me having
to eventually go to the STORE where I got it from, & I could not even
spend the money at the store either, I eventually ended up just claiming
my Funds out of an ATM as a last Resort...
PayPal was also stating that, if I hadn't spent my funds after a certain
period of Time, that they would Wipe all my funds clean...
& they also stated that on a Real PayPal Card, there are Fees to
having an Account, so the longer my money is there, the more
that gets taken from me, is how it sounded...
After trying with EA Games, Blizzard, & Valve STEAM Store...
I have figured that PayPal is not something I want to deal with anymore...
But being declined like you have, I would have to think it's something in your setup. When making a purchase, it may go off your default payment which could be either what's in your balance, directly from your bank, a debit card or credit card, or their paypal credit program. Depending on what your settings are, it could be a reason for the decline.Or you never verified yourself.
As for fees for holding the money, I've gone a couple moneths and they never wiped me on it.
Normally a payment method being inaccessible is because there have been problems with it in the past. Like purchases being declined mutliple times or chargebacks issued.

PayPal is a scummy company. They are known for restricting merchants out of the blue as well freezing customers' accounts from time to time whenever they find something "suspicious" or when you do not have a credit card attached to it.
They also do not delete any data even when you delete your account with them. You know, when you want them to no longer have your CC info for example.
Maybe, it's different in different Areas of the World?

They had not mentioned anything to do with owning a Buisness...
It is not, my Bank had Exact funds, or more then enough in the Accounts...
I was told be EA Games Tech, that only certain things can be used by the Card,
& by another EA Games Tech, that I should have no issues...
& by another EA Games Tech that it's not possible...
I believe it was Valve? I can't remember who, but someone had stated
that PayPal was only useful at the Grocery Store...
But not even my own Store would allow me to make a Purchase with my Card...
I got one of those Pre-Paid PayPal Gift Cards at the Gift Card Mall in
my Grocery Store, when that didn't work, & was unable to get my funds
with my Card, & had PayPal & their website send me a Real Card in the Mail,
which I then still did not get any luck with, after that, I had just given
up on PayPal...
Just to show how bad my Experience was? Just for having a PayPal
Account in General, I had most likely lost in Full over the course of 3 chances?
Probably close to $100... Just having an Account for a short period...
& not a single thing bought with it...
I always used paypal for steam because of insurance in case of stolen info. Been on paypal since probably around 2001 when I first started using ebay. Never had any problems. So it may have been the card you were trying to use. I have had debit cards given to me for christmas as gift cards that did the same thing you described. Hell my friend had his account stolen and it was used to purchase around $1000 worth of shipping in Russia. Paypal actually sent him an authenticator card to keep in his wallet which was pretty damn neat.
I got the notification last week for my EVE sub. Checked my stuff and everything seemed ok, but the payments did actually stop as I found out today when I jumped on EVE and saw I was in alpha status...darnskee!
I had to add a new payment method and it was only card info, paypal was not an option =(
As far as paying for games, I would have to buy something to find out if paypal is still used but there is honestly nothing I want right now. So I guess I will find out eventually.
I don't play EVE Online, so I can't directly answer that.
But purchasing on Steam with Paypal is still an option for me (you don't need to buy something to see if it's on the list), and I have purchased during the Winter Sale no problem.
You don't need to complete the checkout, just follow through to the payment selection and than cancel.
I didn't have a good history with Paypal either,
With lots of problems when purchasing games, reimbursement etc Steam made a good choice rejecting Paypal.
