Why scamming on Steam not illegal?

You would have to ask specifically for those nations where it is not illegal. In Germany for example, it is 'technically' illegal, but seldom persecuted and brought to the court of law because of the small scale of the crime and the high complexity of finding the scammer in real life and bring them to court.
In any case: If someone wants a scammer to face legal consequences, he has to start the legal process by involving the police. Steam will (and can) not do that for him.

There have been convictions for online scams, mostly in the area of online dating, online 'credit' etc. I don't know if there have been any convictions for illegal activities on Steam. As said, persecuting scammers in real life is a pretty high efford investigation and the victim has to bring his case to the police.

Millions of scammers Killed due to illegal activities but for Steam Are nobody.

Persecutions not leading to a successful arrest and conviction do not mean the act has become legal.
I do not know if there have been any scammers or hijackers on Steam that have been taken to court for their actions. You seem to be very sure that hasn't been the case. Do you have any reliable information on this?

it is illegal, but Valve is not the police, not a court and not your parliament.

so ... have fun explaining to the police officer that someone stole a virtual toy from you. because THAT is the way you have to go to get something done about.

btw. we have police officers showing up here, asking for ways to contact Valve about stolen and manipulated Steam gift cards.

One thing I don't see mentioned is that Steam (aka Valve) does take action against scammers by either blocking their accounts or banning them entirely. So it's obviously illegal and there are serious consequences to consider.

It is illegal, it's just rather impossible to actually arrest someone for it. Valve would have to alert the authorities, then you have people from various countries, all with different laws and procedures. Not to mention that it's hard to prove that person X actually was the scammer.
